Paraphrase:

What are the kids over 18 gonna do when they are gonna be kicked out of foster care. I mean they can get a job but most likely they wont be able to provide enough for them selfs. These kids can go to a shelter i guess. I beilieve they should have a free community teens center for homeless kids.
