Roses reflects what Anne is trying to tell Peter in Act 2 because she is telling him to think of himself as being out of the secret Annex and to think about all the flowers outside. She is telling him to be  happy as possible because things aren't going well for Jews but she is trying to tell him to live life to the fullest while they still can. Anne says "We're not the only people that've had to suffer" (p.952). She wants to try and make Peter feel better about the situation they are in by telling him to think of himself as being outside in the flowers.
