To prohibit any law that increases or decreases the salary of members of Congress or a elected representative until the next office term has started.

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened and took upon by more than one elected representative. Also the amendment was ratified May 7th, 1992 and was originally proposed sept 25, 1978
