Proposing a public policy to deal with the problem of bullying

A written explanation and justification for our suggested policy

A) The policy that we have chosen was Chapter 19.

B) This policy best deals with the problem because it is a world wide policy to all schools. Schools are also cooperative about Chapter 19. Chapter 19 also enforces consequences that they fairly set.

C) Advantages to Chapter 19 the are consequences. Schools are very cooperative and that helps to end this problem. However, disadvantages to Chapter 19 are that some kids still break this policy because they do not care about the consequences.

D1) Government is not allowed to interfere with a person's freedom of belief. Our purposed policy does not violate this limit on the power of government. Chapter 19 are rules set for misconducted students. Because of these rules set, those who do not follow them are disciplined to the extent of what they did.

D2) Government is not allowed to place unreasonable and unfair limits on a person's right to express him or herself in speech, writing, or by other means. Our purposed policy both violates and does not violate this limit on the power of the government based on what type of action the person has done. Chapter 19 requires consequences for terroristic threatening, cyber bullying, and abusive language. These things subject under freedom of speech and it does limit a person's right of speech. However, it is not unfair or unreasonable because it does violate Chapter 19 rules.

D3) Government is not allowed to take a person's life, liberty, or property without giving that person a fair hearing in a court of law or before another authorized agency of government. Our proposed policy does not violate this limit on the power of government because although weapons, firearms, or drugs are being taken away, they on the other hand, are illegal items.

D4) Government is not allowed to invade the privacy of a person's home without a very good reason for doing so. Our proposed policy does not violate this limit of the power of government because Chapter 19 does not include an invasion of people's homes.

D5) Government is not allowed to make laws that unreasonably or unfairly discriminate against people on the basis of race, religion, age, group (national origin), or gender. Our proposed policy does not violate this limit on the power of government because Chapter 19 expresses consequences for those who do so.

Summary

Our proposed public policy does and does not violate a person's federal and state constitutions because according to Chapter 19, the consequences a person is given depends on what violation of Chapter 19 they had done. A way  our proposed public policy violates a person's federal and state constitutional is by taking away a person's freedom of speech. Chapter 19 requires consequences for terroristic threatening, cyber bullying, and abusive language. These things subject under freedom of speech and it does limit a person's right of speech. Our proposed public policy does not violate a person's federal and state constitutional because it protects it instead. Chapter 19 protects both the victims and those who violated chapter 19. Government is not allowed to make laws that unreasonably or unfairly discriminate against people on the basis of race, religion, age, group (national origin), or gender.

This is a picture of a graph that represent the difference in the types of bullying experience by boys and girls. This graph was published in 2011 by NCES. NCES is the National Center of Education Statistics. This graph shows that rumors and verbal bullying had  the highest percentages between boys and girls. Rumors had the most percentage being over 20%. Verbal bullying had the highest percentage for boys. We had chose this graph because it shows the percentage of what type of bullying happens and that it also shows that boys and girls get bullied. We had also chose this graph because it had pretty colors.

This is a picture of former presidents representing life, liberty, and property. The first president on the left representing life is Thomas Jefferson. Next representing liberty is George Washington followed by Benjamin Franklin representing property. The reason why we chose this picture is because the government is not allowed to take a person's life, liberty, or property without giving that person a fair hearing in a court of law or before another authorized agency of government. According to Chapter 19, the consequences have to be fair and reasonable.

This is a picture of the islands of the state of Hawaii. Our proposed public policy is Chapter 19 and it effects the whole state of Hawaii. Hawaii schools are supposed to enforce chapter 19 rules in order to keep a safe and educational environment for students. We chose this picture because it represents the area in which chapter 19 does take affect. We also chose this picture because we thought it was pretty.
