About Gail Kulisch

Captain Gail Kulisch is the Owner and Managing Principal of BTC Ventures LLC, a firm that provides technical and leadership assistance to those engaged in disaster relief. The firm also seeks to remedy a wide variety of safety and security concerns and challenges faced by disaster response teams. Captain Kulisch recently retired from the United States Coast Guard (USCG) after nearly three decades of service, during which she acquired significant knowledge and experience in dealing with hazardous materials management, rescue and relief operations, and environmental protection projects. Captain Gail Kulisch received numerous service medals for her abilities and professionalism including the Legion of Merit, the Meritorious Service Medal, and the Coast Guard Commendation Medal.

Captain Gail Kulisch earned a Bachelor of Arts in Chemistry from the College of the Holy Cross and a Master of Science in Chemical Engineering with a focus on the safe handling and disposal of hazardous materials from the University of California Los Angeles. She is familiar with the processes and technical aspects of chemical reactions and the real world consequences of those reactions for the environment and, more specifically, human habitation. Captain Kulisch co-authored an academic paper in Biotechnology Progress, a journal of the American Chemical Society, on the potential for using a microbiological agent to remove industrial waste products from water solutions.

In addition to her knowledge-base, Captain Kulisch has developed logistical skills and multitasking abilities within high stress environments to help restore order to the most chaotic situations. In the late 1990s and early 2000s, she served as the Assistant Chief of Port Operations in Philadelphia and then the Commanding Officer of the National Strike Force, Atlantic Strike Team. In addition to assuming a key role in relief efforts following the 9/11 terrorist attacks in New York City, Captain Gail Kulisch served as the Deputy Incident Commander during Anthrax response operations on Capitol Hill.

Captain Kulisch is a contributor to the Nature Conservancy, Chesapeake Bay Foundation, and the Ocean Conservancy. She also supports the Wounded Warrior Project and Disabled American Veterans.
