J.J. Murphy, a service-minded city manager, is deeply committed to his career in local government and overall leadership. He has spent the last 13 years working in local government and nearly two decades serving in the United States Air Force Reserves. He has gained an immense amount of valuable experience in the field and is recognized as an expert leader with a long history of proven success.

He has the reputation for enhancing productivity through a combination of business savvy and intuitive management skills while offering an immense amount of experience regarding management. He can deliver on multiple economic development projects simultaneously and act as a motivated team player who is able to work independently within an organizational framework.

J.J. Murphy graduated from King’s College in 1993 with a Bachelor of Arts degree in Political Science. He also obtained a Master’s degree from Marywood University in 1998 in Public Administration. In addition, he is a graduate from the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia, and a graduate of the Harvard Kennedy School for Senior Executives in State and Local Government. He has completed a number of leadership and executive programs including the ICMA Gettysburg Leadership Institute, the Dale Carnegie Skills For Success program, and the ICMA Leadership Institute along with numerous ICMA professional development courses still in progress. He is also the recipient of a number awards from his public service career.

J.J. Murphy City Manager is an expert when it comes to working with others in positions of leadership and upper management. During his time as the City Manager for Hobbs, New Mexico, he was faced with low morale and other aspects of the job that proved to be a leadership challenge.

In order to combat things like low city staff morale, he initiated discussion amongst staff members and implemented policy changes moving employees to a paid time off program, which many of the staff members were very enthusiastic about. The new plan was overwhelmingly supported by both the employees and the labor unions because they were included in the overall design process of the policy. J.J. Murphy reduced 145,000 sick hours and saved approximately $2 million dollars upfront and around $500,000 dollars per year ongoing in legacy costs. He also created an employee morale committee, which significantly increased morale amongst staff members and addressed serious concerns.

J.J. Murphy, a service-minded city manager, has had a lengthy and successful career in local government and is currently the City Manager of Hobbs, New Mexico. He has spent the last 13 years in local government, and he has been the City Manager for Hobbs, New Mexico since August of 2012.

During his years working as the City Manager for the micro city of Hobbs, New Mexico, he has exercised fiscal discipline in order to achieve a long lasting prosperity for the community. Multiple years in a row, he has exceeded expectations and achieved a budget surplus amounting to over $15 million dollars. He consistently not only meets city goals, but also tries his best to beat them year after year. His motto for leading a city is to try his best to leave it in a better position than when he started.

J.J. Murphy graduated from the prestigious institution known as King’s College in 1993 with a Bachelor of Arts degree in Political Science. After his undergraduate degree was obtained, he then moved on to receive his Master’s degree from Marywood University in Public Administration in 1998. In addition to his undergraduate and graduate course work, he has also completed a number of leadership and executive training programs that have helped him hone is leadership skills in local government. In addition to his professional training, he also spent 18 years in the United States Air Force Reserves where he eventually achieved the rank of Major.

J.J. Murphy is dedicated to the overall success of Hobbs, New Mexico, and the residents that call the city home. He has proven himself an excellent leader with the ability to propel the city into a state of long lasting prosperity and overall success. During his time as the City Manager for Hobbs, he has facilitated multiple public and private partnerships in order to move key government projects forward that would have otherwise been halted for various reasons.

J.J. Murphy City Manager collaborated with key community groups in order to raise $65 million dollars in support for a health, wellness, and learning center; partner contributions equaled more than 50 percent of the capital and operational costs for the facility. He also began consensus building efforts that resulted in unanimous support from the City Commission to fund a $12 million dollar golf course, which enhanced the overall quality of life of the city’s residents.
