Running the Program Day to Day
Implementing a Policy does not end with simply releasing the final ruling. It continues on with the day-to-day tasks of actually running a federal department, making regulations, supervising contractors, and evaluating impact. And as the view of things change and the issue-attention cycle takes hold, the policy-making process can begin again. the Issue-attention cycle is the movement of public opinion toward public policy from the initial enthusiasm for action to occur to the realization of the costs for said action and a decline in interest.
