Both are using arms to engage with the Philippine army through methods such as guerrilla tactics.
Cause of Conflict
The conflict arises from the province of Maguindanao on the island of Mindanao which has had the largest Muslim minority in the country. The Moro's have also been under economic grievances under the Philippine government. This led a a Muslim separatist conflict for at least the past 40 years.
Efforts to Make Peace
There have been discussions for a peace settlement that will establish a autonomous region for Muslim minorities in the south Philippines. The efforts seem to be a good way to make peace between the Muslim minority and the Christian majority. It might be more effective if the the Philippine military were not engaged in active fighting against the rebel groups and tried to promote more policies for economic equality.
The International Organization for Migration has become involved, declaring a statement that indicates at least 123,000 people have had to flee their homes from fighting in the area.
The involvement of the IOM brings in countries from across the globe to provide food and shelter for refugees.
