Oligarchy: A small group of people having control of a country, organization, or institution.

It is more efficient to have a small group of people to make all the decision than everybody.

Allows most people to focus on their day to day lives rather than worrying about there societies issues.

As the insider group gains more power, it will seek to keep it. This makes it harder for anyone to join.

If people lose the idea and hope that they can join the oligarchy, they may become mad, violent, and overthrow the ruling class.

"People suffer if you don't address the problems that ail them." - Zhao Huiling, deputy director of the anti-vice office of the State Department and director of the anti-vice office of the CPC Central Commission for Discipline Inspection, on corruption during a July interview.

"Beware of the clan power and evil forces like gangs that may intrude on farmers' land rights."- Xu Shaoshi, a minister with the Ministry of Land and Resources, at a land reform conference in Chengdu in southwestern China on June 9.
