Summary of article:

In Wisconsin officials say they plan to enforce a controversial voter ID law 2 months before the mid term elections.   In April, a judge invalidated this law because it would interfere with hundreds of poor voters from voting. The Republican dominated government in Wisconsin stats that it would help stop voter fraud when in reality it would just keep those hundreds of voters from voting against them.

Rights and Democracy

In this article the government of Wisconsin is trying to disable the right to vote for thousands of middle class people, this right is one of the most important and the republican Wisconsin government is trying to shorten the chances of people voting against them.  There is democracy because luckily a judge over rules this law and does not let it happen.
