How I Solved the Problem

7,243,784,121 - 5,661,086,346 = 1,582,697,775

1,582,697,775 / 5,661,086,346 = 0.279574922244085

Then you would round it to = 27.96%

Reaction to the Percent of Change

If population were to stay the same it would mean that for every 1 person that died 1 person would be born.  However the percent of change that I found would mean for every 1 person that died 30% more people are born.  Yes, I am surprised at the birth rate. I thought it was only going to be a 4 to 1 ratio.
