Registration of a copyright with Copyright Office may be made any time before the term of copyright is over. Registration is not needed, it's more optional but there are a few good reasons for why it's recommended, such as keeping a track of public records, registration is needed before a violation of lawsuit may be brought and if registration is made in 3 months after selling the work to public, a copyright owner will be qualified for Statutory Damages.
